US lawmaker issues bill to ban men for masturbating 'without intent to make a baby' - senator accused of 'politicial trolling'

Entitled the 'Contraception Begins at Erection Act', the bill introduced on Monday would make it unlawful for 'a person to discharge genetic material without the intent to fertilize an embryo.'
